Intelligent Life On Venus?

French author Maurice Magre wrote "...beings who have reached a state of development superior to our own and who live on the planet Venus, sent messengers to Earth to teach men the elements of their knowledge". Magre must have thought this was plausible, otherwise why write about it? He says he was told this by "occultists".
